Charles Johnson's think tank, The Defense Foundation, was tasked by the President (POTUS) to lead her anti-terrorism committee. ISIL used Korean operatives to assassinate Tran Le Trang, the Vice President of Security for The Defense Foundation, with a car bomb outside a Greenwich Village restaurant in New York. Tran survived, but his wife was killed.
Dr. Olga Romanov (the Leopard) and her intelligence organization, Wildfire, joined the President's anti-terrorism committee. Their Humint asset, Carlos Montoya, led them to a Belgium safe house where ISIL designed the riverboat attack on the Danube River that killed hundreds of people, including the President's Chief of Staff, his daughter, and his grandchildren. The President gave Charles Johnson and Dr. Romanov a sanction to eliminate those responsible for the heinous attack.
Wildfire's team, including the colorful operatives Jennifer James and Carolyn McDougal, learned that the Caliphate leader, Caliph Mohamed al-Zawahiri, and his aide, Fateh Ghazali, were behind the assassination attempt and a series of recent terrorist acts. Wildfire uncovered an ambitious ISIL plot to target the West Texas oil and gas industry with a three-pronged attack: bombing a downtown geological convention hall, blowing up an oil tank farm using RPGs, and launching mortars near radioactive storage sites to spread deadly radioactivity into the air, polluting the underlying water reservoirs.
Wildfire successfully mitigated the terrorist attacks, and Tran and the Leopard's team methodically hunted down the perpetrators in Korea, Belgium, Syria, and Mexico.
As the story concludes, Tran and Dr. Romanov—both having tragically lost their families to violent extremism—grow close and become romantically involved.
